Abstract
Leadership remains one of the most important aspects of the organizational context of firms and institutions. Leadership means in one of its dimensions the ability to influence others and encourage them to implement decisions. Whereas management comprises planning, organizing, staffing, leading or directing, and steering an organization or effort for the purpose of accomplishing certain goals. In the nuclear business integration between the concept of leadership and management is needed as demonstrated in this work. This presentation discusses the philosophy, mode of thinking and optimal performance of the director or leadership of a national nuclear firm or nuclear energy organization (NEO) responsible for nuclear raw materials. Leadership of NEO should know the objectives and nuclear peaceful strategies of his or her government, international obligations and should communicate well those objectives to his team. With respect to uranium requirements, the strategy should emphasize on the quantity of uranium resources required, its quality, form, its origin, and the annual budget available for purchasing or for the implementation of uranium exploration programs. The development of successful uranium requirement strategies in the Middle East and North Africa requires related governance reforms to introduce new policies and laws as well as to improve the flow of information and to cut on bureaucratic procedures of communications. Securing internal or external uranium resources in an adequate grade and/ or form using proper procedures as discussed in this work is another important role of the director. Another task is the planning and cooperation with the industrial sectors to develop internal and external uranium exploration programs, under the umbrella of the international agreements, to ensure sustainability of the existing or emerging nuclear programs. The details of these points will be discussed in the presentation with focus on the Arabian Countries.
