Preface

    Economics for Fisheries Management provides you with the basic theory, and especially the tools, to understand, analyze and improve the management of marine fisheries. The book assumes no prior knowledge of economics and is ideal for researchers and students in a range of disciplines who are interested in fisheries and fisheries management. It will also be of considerable value to fisheries scientists, managers and policy makers who desire to learn more about the economics of fishing and wish to improve the state of their fisheries.   

     We focus on the methods and policy insights rather than the underlying theory so that the book can be of the greatest possible practical use. Thus our book is not about Economic theory, dynamics and optimal control, subjects that are examined well in other books, but rather it explains the methods of analysis that can be readily applied to both measure and improve the performance of fisheries. In this sense, our book is unique in that it is the only text that systematically explains the economic methods that can be used to analyze fisher behavior. Without hyperbole, we consider the ideas and methods presented in this book are fundamental to securing sustainable and economically viable fisheries.

     Our book is a collective effort of four people, but with the support of many others. Two of us are directly involved in fisheries policy in the US and Australia, and all of us have consulted for governments on fisheries management in North and South America, Australia and New Zealand, Europe, Asia, and the Pacific Islands, including providing direct advice to senate and parliamentary committees and cabinet ministers. We also have extensive experience with analysis and management of international fisheries and protected species, such as the Food and Agriculture Organization of the United Nations (FAO) and the WorldFish Center, and international treaty negotiations. In addition, the book benefits from our combined 60 plus years of experience in the analysis of dozens of fisheries from many different countries and regions. All of the examples we use in the book are extensions of the many papers that we have published in fisheries economics. Throughout the text we use real-world cases and data to give you, the reader, insight into the challenges (and also the rewards!) of the economic analysis of fisheries.

   The book is structured around six self-contained Chapters. The introductory chapter outlines the bioeconomics of fishing and different management approaches to fisheries. Chapter 2 provides a comprehensive review of the sort of data that is required to undertake the economic analysis of commercial fisheries, how this data can be collected, and in what ways the data should be managed and used. Chapter 3 explains how efficiency measures can be obtained for individual vessels and vessels and fishing fleets, and how this might be used to improve management. Chapter 4 focuses on the measurement of capacity utilization in fisheries and what it implies for fisheries management. Chapter 5 describes an index number approach to assessing productivity performance in fisheries and explains how it can be used. Our concluding chapter puts the three approaches (efficiency, capacity and productivity analysis) in context and gives insights about what the economic analysis of fisheries can contribute to the various aspects of management. We believe that, collectively, the six chapters in our book provide both the understanding and the tools required to substantially improve fisheries management.
